Hillary on five day India Visit

Hillary Clinton will be on five day official visit to India from Friday the 17th July 2009. She will be there in Mumbai and Delhi. In Mumbai she will stay in Taj to show solidarity to the victims of those died in 26/11 terrorist attack. She will also take part in programme of Teach India along with Aamir Khan, the brand Ambassador of Teach India. She will also meet SEWA(Self Employed Women's Association) workers. On Sunday she may fly to Delhi where she will be meeting PM Manmohan Singh and Foreign minister S M Krishna along with Sonia Gandhi and L K Advani.

Google Apps now out of Beta, so what is this beta all about ?

In a official release by google it is confirmed that Google Apps like Gmail, Google talk, Google Docs and Google Calendar are now out of beta for enterprise and consumers version. (Google Release)

But what this Beta is all about ?

Actually this is a stage in the development of any software which goes to various stages before official release. Google was often mocked about the fact that even after so many days it keeps the product in beta stage. But for all those nostalgic people out there it keep the google beta app which can show that tag of beta even though its not beta so enable that feature in apps.

Some definitions of Beta Software :

What is beta software?

After an initial round of in-house testing, software publishers often release new programs to be tested by the public. These pre-release versions are called beta software, usually denoted by a "b" in the version number, e.g., Firefox 3.1b2. Since the publisher couldn't possibly test the software under all possible conditions, it is reasonable to expect that wider use of the software may uncover problems that were not discovered during in-house testing. The publisher expects to be notified when users find such problems so that the program can be fixed before its official release.
In general, you should expect to run into bugs whenever using any piece of beta software. These bugs may range in severity from minor features that don't work to problems that cause your computer to crash. You should decide whether the benefit of new features in a beta program outweighs the risk of program instability before choosing to use a piece of beta software.

What is Beta Software?

When computer software is being developed it progresses through developmental stages and is given code names to define which stage the software is in.
A beta version or beta release software usually is the first version of a computer program that implements all features in the initial software requirements specification and is considered an intermediate stage. It can be unstable but useful. Generally considered a preview stage where testers (sometimes, the general public) are encouraged to use the beta software and provide feedback for the developers.
The provided feedback from beta testers allow the developers to fix bugs (errors) in the software and sometimes suggested minor features are implemented into the final version of the software.

Government Inquiry Commissions : How relevant, reliable and effective are they ?

After every small or big incident government either wishfully or forced to constitute commissions of inquiry under various provisions and appoint ore or more members and provide them secretarial assistance to perform their functions. But hat we have seen all these years is that these commission delayed their report either because of bureaucratic delays like red tapism or may be some other pressures. We all the result of many such commission like commission on Anti Sikh Riots of 1984, commission on inquiry of S. C. Bose and presently the latest is Babri Masjid demolition inquiry commission known as Librehan Commission. We also see commission when new government comes into power and appoint a commission to look into the matter of previous government and one is aware of famous Jayalalitha and Karunanidhi controversy, Badal and Capt Amarinder singh and Mathur commission in Rajasthan and it seems its just a political gimmick or politics of levelling scores with outgoing government. ITs high time that commission inquiry act should be suitably amended and commission should complete their work in well defined time and all report should be made public and proper action should be taken on them and it should not be thrown into the trash can.

Yashpal Committee report on 'Renovation and Rejuvenation of Higher Education'

A high-level committee, appointed in Feb 2008 to recommend measures to revamp the higher education system in the country under the chairmanship of former UGC chairman and eminent educationist Prof Yashpal submitted the final report 'Renovation and Rejuvenation of Higher Education' to HRD minister Mr Kapil Sibbal. Some of the suggestions made by committee are as follows :

1.      Scrapping of regulatory bodies like UGC, AICTE and MCI

2.      A national test on the line of Graduate Record Exam (GRE) should be introduced for higher education in the country. This would be open to all aspirants and would be held more than once a year.

3.      Instead of all regulatory bodies a seven member Commission for Higher Education and Research (CHER) under an Act of Parliament should be set up to govern the higher education in the country. The proposed CHER will have a Chairperson and members will be selected by a committee headed by the PM, Leader of Opposition and the Chief Justice of India.

4.      The committee expressed grief over the growth of deemed universities and suggested a complete ban on further grant of such status. Three years time period would be given to existing ones to develop as a full-fledged university and fulfill the prescribed norms of accreditation.

5.      The committee said teachers should have the freedom to design courses and students should be able to study subjects outside their courses hence advocated multidisciplinary approach.

6.      IIT and IIM’s should be given University status.

Trespassing Railway Lines : A Shortcut to Jail

Western Railways recently started intensive drive for creating awareness against trespassing it urges the public to value their lives and not to put it on stake by crossing the tracks unlawfully. It also urges them to use foot over bridges and subways. Loss of precious human lives on tracks due to trespassing has always been a major concern for the Western Railway. It is also worth mentioning that trespassing is not only dangerous and fatal but also illegal and a punishable offence.According to the Indian Railways Act, 1989, if any person enters upon or into any part of a railway without lawful authority, or having lawfully entered upon or into such part misuses such property or refuses to leave, he shall be punishable with imprisonment for a term which may extend upto six months, or with fine which may extend upto Rs 1,000, or with both.Now Railway police come heavily on the trespassers and two persons were sent to jail for seven days by the railway court on Saturday for trespassing at Vasai road under section 147 of Indian Railway Act while two persons were fined Rs. 500/- .Two persons were fined Rs.500/- each along with the punishment till the court was resolved for trespassing at Bhayander on Friday while on Saturday two persons were again fined Rs.500/-, one person fined for Rs.200/- and another Rs 100/- for trespassing.

Ramesh Pokhriyal to be the new chief minister of Uttarakhand

It’s on the card, sooner or later BJP has to make some face saving exercise after a defeat in recently held general elections. Even after winning and forming a government in Uttarakhand two years ago the BJP fails to win even a single seat from the five seats up for grab in the Lok Sabha Elections. Bhagat Singh Koshiyari adopt the pressure tactics by resigning from Rajya Sabha( later he withdraws it too) but the outgoing Chief Minister must be satisfied with the fact that the new CM Ramesh Pokhriyal is said to be close to Khanduri and is finance minister in his government. Coming from Garhwal region Mr Pokhriyal is a veteran in the politics and except on one occasion get elected in all elections since 1990. He also served as minister in three ministries of UP government. A journalist and poet ME Pokhriyal is also said to be close to RSS and also known for his clean image. Political achievements

• Elected central spokesperson in 1987 when BJP constituted Uttaranchal Pradesh Sangharsh Samiti.
• Elected MLA in 1991 from Karnaprayag Constituency.
• Elected MLA in 1993 and 1996 from the same Constituency.
• Became a Cabinet Minister in the then undivided Uttar Pradesh Govt. in 1997 and was assigned the charge of the Ministry for Development of Uttaranchal.
• Became the Minister for Culture, Arts and Religion in the year 1998.
• After the formation of the then Uttaranchal (later renamed as Uttarakhand) State, was assigned with the charge of 12 different portfolios including Finance, Rural Development, Medical Education and Revenue amongst others.
• Elected from the Thailisan Constituency and was made the Minister of Health and Family Welfare and Ayush, and Minister for Science and Technology.

Highlights of proud administrative decisions taken as per policy while being Cabinet Minister in the Govt. of Uttar Pradesh

• Got increased the aid from the centre for the Development of Uttaranchal State from the existing amount of Rs. 175 crores to Rs. 675 crore. Correspondingly, got increased the budget allocation for this plan to an amount of Rs. 1160 Crores.
• Worked diligently for the formation of the State of Uttaranchal while being minister in the Govt. of Uttar Pradesh.
• Sorted out intricate and sensitive issues like inclusion of Hardwar and Udham Singh Nagar in the state of Uttaranchal with the aid of Political Skills, Knowledge and sound coordination skills.
• Brought a spur in the cultural activity chart while being the Minister for Culture, Arts and Religion.
• Made countless successful efforts to bring the Himalayan culture at the International Forum.
• Felicitated prominent National Personalities to add to the honour of the nation and the state.
• Added value to the hitherto considered unimportant portfolio of the Ministry of Culture, Arts and Religion with his innovative ideas and experiments.
• Brought to the fore in foreign nations, the Indian culture, by coordination with prominent foreign personalities.

A glance at milestone administrative measures taken aimed at public welfare

• Finalized the structure of the Office of the Tax Commissioner.
• Commissioned 11 check posts at the State Border to curb and put an end to corruption and tax evasion.
• Implemented the recommendations of the Empowered Committee formed by the Central Government to implement the VAT System in the state in the interest of the citizens of the state.
• Prompt actions were taken in all sections coming under the Directorate, Treasury and Finance Department, during his regime as minister. In the process, the basic feeling of Social development in the state was kept in mind and the importance of Panchayati Raj System was stressed upon.
• Did not introduce any new tax and presented a burden-free budget despite financial constraints within the state.
• The Dearness Allowance was increased appropriately and the timely payment of the salaries of the government servants on a monthly basis was ensured.
• Uttaranchal became the first State in India to adopt the Collective Payment and Accounting System for payment of Salaries. This initiative greatly simplifies the process of the Salary Payment.
• Reduced the Central Sales Tax from 4% to 1% to encourage Small Scale Industries to operate from the state.
• Opened 364 Depots for necessary goods and articles all across the state and thereby increased revenue from 61.75 Crores to 128 Crores.
• Increased the Commercial Tax collection from Rs. 161.19 Crore during 1999-2001 to Rs. 233.24 Crore during 2002.
• Increased total tax collection from Rs. 575 crore to Rs. 1100 Crore.
• Doubled the exemption limit for duty on agricultural equipments in the interest of the farmers.

Achievements in the so far short tenure of newly elected Government

• Was given the charge of the Minister for Medical Health and Family Welfare and Ayush, as also the Minister for Science and Technology.
• Initiated several improvement measures in the Health Department as Health Minister.
• Have been successful in curbing corruption and instilling discipline in the Departments in a short span of time.
• Formulated several programmes and schemes for the upliftment and welfare of general public in the field of Medical Health and Ayush. Several such schemes are under consideration and on the verge of being finalized.
• Initiated several welfare measure schemes in the field of Science and Technology. Got the approval for building ‘Science City’ in the capital of the state.
• Decision to open Science Centre at all District Headquarters and at Block Level was taken.
• Initiated several measures to take the advancement in the field of Science and Technology and in the field of Agriculture to the people staying in Geographically Remote and hazardous Locations.
• Considering several schemes to uplift the standard of living and lifestyle of people staying on hilly areas, especially women, with the help of Science and Technology.
